utanríkisráðherra við fyrirspurn Álfheiðar Ingadóttur um aðild Íslands að alþjóðasamningum.
Fyrirspurnin hljóðar svo:
1. Hvaða alþjóðasamningar hafa verið undirritaðir af Íslands hálfu en ekki hlotið fullgildingu með staðfestingu Alþingis?
2. Hvaða alþjóðasamningar eru skuldbindandi að hluta til eða hafa verið undirritaðir með fyrirvörum um tiltekin atriði þeirra?
3. Hvaða gildandi alþjóðasamningum hafa hin Norðurlöndin öll gerst aðilar að en Ísland ekki?
Óskað er eftir því að í svarinu komi fram hvenær viðkomandi samningar voru gerðir, hvenær þeir voru undirritaðir fyrir Íslands hönd og með hvaða fyrirvörum eða undanþágum.
1. Hér á eftir eru taldir upp þeir fjölþjóðasamningar á vettvangi Sameinuðu þjóðanna og Evrópuráðsins sem undirritaðir hafa verið af Íslands hálfu en ekki verið fullgiltir. Tekið skal fram að sumir þessara samninga hafa ekki öðlast gildi og/eða hafa misst þýðingu sína. Þeir samningar sem ráðuneytið hefur áform um að fullgilda á næstu vikum og mánuðum í samstarfi við viðkomandi fagráðuneyti eru auðkenndir með stjörnu en fullgilding flestra þeirra kallar á lagabreytingar hér á landi. Heiti samninganna eru á frummáli þeirra, ensku, en samningar eru almennt ekki þýddir á íslensku fyrr en við undirbúning fullgildingar þeirra.
Rétt er að taka fram til að fyrirbyggja misskilning að fullgilding samninga af hálfu Íslands er aðeins háð samþykki Alþingis „ef þeir hafa í sér fólgið afsal eða kvaðir á landi eða landhelgi eða ef þeir horfa til breytinga á stjórnarhögum ríkisins“, sbr. 21. gr. stjórnarskrárinnar.

Svar
utanríkisráðherra við fyrirspurn Álfheiðar Ingadóttur um aðild Íslands að alþjóðasamningum.
Fyrirspurnin hljóðar svo:
1. Hvaða alþjóðasamningar hafa verið undirritaðir af Íslands hálfu en ekki hlotið fullgildingu með staðfestingu Alþingis?
2. Hvaða alþjóðasamningar eru skuldbindandi að hluta til eða hafa verið undirritaðir með fyrirvörum um tiltekin atriði þeirra?
3. Hvaða gildandi alþjóðasamningum hafa hin Norðurlöndin öll gerst aðilar að en Ísland ekki?
Óskað er eftir því að í svarinu komi fram hvenær viðkomandi samningar voru gerðir, hvenær þeir voru undirritaðir fyrir Íslands hönd og með hvaða fyrirvörum eða undanþágum.
1. Hér á eftir eru taldir upp þeir fjölþjóðasamningar á vettvangi Sameinuðu þjóðanna og Evrópuráðsins sem undirritaðir hafa verið af Íslands hálfu en ekki verið fullgiltir. Tekið skal fram að sumir þessara samninga hafa ekki öðlast gildi og/eða hafa misst þýðingu sína. Þeir samningar sem ráðuneytið hefur áform um að fullgilda á næstu vikum og mánuðum í samstarfi við viðkomandi fagráðuneyti eru auðkenndir með stjörnu en fullgilding flestra þeirra kallar á lagabreytingar hér á landi. Heiti samninganna eru á frummáli þeirra, ensku, en samningar eru almennt ekki þýddir á íslensku fyrr en við undirbúning fullgildingar þeirra.
Rétt er að taka fram til að fyrirbyggja misskilning að fullgilding samninga af hálfu Íslands er aðeins háð samþykki Alþingis „ef þeir hafa í sér fólgið afsal eða kvaðir á landi eða landhelgi eða ef þeir horfa til breytinga á stjórnarhögum ríkisins“, sbr. 21. gr. stjórnarskrárinnar.
